  The Kellogg-Briand Pact renouncing war and prohibiting the use of war as "an instrument of national policy" officially went into effect. The Kellogg-Briand Pact was initially signed by 15 countries in Paris on August 27, 1928 and was signed by an additional 31 states by the time it went into effect. Another eight nations joined after this date.
