The U.S. Congress passed a resolution that no foreign debt to the United States should be cancelled or reduced. This action was taken because of concern about the effect of the debt cancellation would have on the economy in light of the Great Depression. This resolution effectively killed the Lausanne Agreement of July 1932. The German government had not made any payments under this plan and the National Socialists repudiated the reparation debt as interest slavery. Finland was the only country to repay its war debt to the United States in full.
