  The USS Panay Incident  
  In response to the USS Panay (PR 5) incident Deputy Navy Minister Vice Admiral Isoruku Yamamoto issued a public statement on behalf of the Japanese Navy and recalled Rear Admiral Teizo Mitsunami, the commander of the Second Combined Air Force whose naval aircraft had been involved.
